data,因为that's built oninconclusive data 是修饰 the screening program of cancer 的,后面你说的这个on是修饰紧接着的这个data的.

你这句话有语法错误，后面的从句没有谓语。
这句话的意思我想应该是。

如果这各意思那么应该把从句中的 that's 改成is
on 是连接前面那个data, 表示在哪一方面
