English speaking countries=countries (that speak English)
English spoken....作后置定语，表被动。 如
What's the language spoken in Germany?=What's the language (that is spoken in Germany.)
括号中为定语从句。

这里的spoken是修饰的the language ，作为一种非谓语，一般修饰名词的非谓语为两种形式最为普遍，一种是ing 即speaking 一种是ed 即过去分词形式 即spoken
区别在当逻辑关系为主动时 比如这个人 是做这件事的 the man doing the thing 就是ing，语言被说，是被动 所以是ed 形式 speak的过去分词形式是spoken...
