如果把前面的 she wanted 去掉，那么答案是什么？ 是 to stay 还是 stayed

去掉的话，整个句子就不完整了
另外一条：look forward to这里面的to是介词，如果后面跟动词的话，要用ing形式，如：I am looking forward to meeting you again.我盼望再次见到你！

这里面有主语：the letter,宾语：came，所以是完整的，其中的he looked forward to是修饰letter的定语。
而上一句，去掉she wanted 后，就成了the man she looked forward to ———（stay）with her。
其实也可以说是完整的，主语the man，宾语：stays或者stayed，这样也是可以说得通的。
这样的话，就要填stays或者stayed。
