为什么不选D,不是by加将来的时间就用将来完成时的么?

答案是C
原因：因为整个句子的状态是将来时,而这个计划project在the end of 2010之前并没有完成,所以用不定式to be accomplished 表示动作将要发生.by the end of 可以作为完成时的标志,或者是将来完成时,或者过去完成时,但是这不是绝对的,比如句中的to be accomplished by the end of 2010 是是用来修饰the project 的,动作尚未发生,故要选C

因为是被动语态 所以用 be+过去分词。 那个要被完成的项目。

从will expand看出这句话的时态是一般将来时，说明The project是没完成的，所以要用C to be finished 表示将来，to do 有表示将来时态的。而having done 则表示已发生的，如Having finished his homework, he goes out. 如果你选D，则主句不会是will expand了。
