一个句子：He is not arguing,as many do,that we can no longer thin

一个句子：
He is not arguing,as many do,that we can no longer think straight because we do not talk proper.
这里面的He is not arguing是“不反对”呀还是“不认为”呀?
argue这个词看起来很简单,可是用到句子里尤其是那种否定又否定的句子里老是稀里糊涂的,在这种小单词上栽跟头实在是不甘心呀!
我的意思是：He is not arguing是肯定后面的句子呀还是否定后面的句子呀？
