The concept of innovation system is
strongly inspired by the idea of creating systems for the distribution of
knowledge.This idea stems from the recognition that,at present,the technological
innovation process is carried out more from a routine of exploiting existing knowledge
than one of scientific findings.Thus,the new innovation process is based on a
virtuous circle of generation and diffusion of knowledge (Foray,1992).
