The experts present at the meeting 做主语. prensent at the meeting做定语,省略了who/that. were.

写完整其实就是
The experts who were present at the meeting were from different parts of the world.

因为这句话的谓语“were“在后面啊，所以这里用present 短语作后置定语，如果使用完整的be present at 的话因为它本身就包含了谓语动词be， 后面就不能再出现谓语了。
