pollute 是及物动词后续接宾语,若要用polluting 须在后面加宾语,如prevent people from polluting the sea.
pollution 名词,无此限制

个人觉得应该是polluting .首先应该是强调动作，应该用动词而不是名词，其次介词后跟动名词
