不能用that,因为从句要表达的是when will it be convenient to meet?这里的when在句中有充当成分,如果用that,从句就变为that will it be convenient to meet?你看通顺吗?

该句不是同位语从句，而是定语从句。
判断同位语从句和定语从句，主要看后面的从句是否是对先行词的内容解释。
for example:
定语从句：Can you suggest a time when it will be convenient to meet？
同位语从句：I get the news that Jame will come to ...
