这里that是不是省不省略都行吧？加上也没事吧？

is to travel(或者traveling) around the world.
总之不能用原形,不然句子有两个谓语了
补充：如果要用that的话,那它后面要跟一句完整的话；如果只是一个名词性词组,如traveling around the world则不能加

应该用traveling。
“traveling around the world”在that后面实际上是一个名词短语，也就是that traveling around the world共同作为do的宾语，作为宾语的话，只能是名词短语，当然是ing形式啦~！

这句有点累赘，读起来太累。简洁一点两个that都不要，如下：
One thing I wanted to do but never had time is to travel around the world.
这样的复合句组，结合了下面两个句子：
I wanted to travel around the world.
I never had time to travel around the world.
