一个句子中只能有一个主语和谓语,本句中主语是the old lady（老妇人）,谓语是looked at（看）,那还要表示一个动作意思的话就要用非谓语短语成分（动词不定式、或分词结构）,就是to do,doing,或done,这种结构既有动作的意思,但又不是谓语
本句to cross the road（穿马路）是谓语“看”的内容,是其宾语,the children是直接宾语,所以to不能去掉,去掉就会有两个谓语动词了,语法上错误
