首先理解run out of 的意思：用完了
had run out of 是指已经用完了,符合逻辑
was running out of 正在用完?用完不是一个可以正在进行的动作,进行时态不合适

也就是说is running out可是解释为快用完，但是加了个of就是已经用完了吗？

如果正在的话sth is running out 主语得是物品，这样说也可以
