我知道你一定是看了2011年第1期的口语版CR,那上第一个栏目里就有这样一句话''Well the first thing we have to do is make a plan''.我对此也有疑惑,不过我认为动词make应当是从句中的,这是唯一解释

The first thing we have to do is to make a plan.是对的，to make a plan是不定式结构，可以做is的宾语。

第二句对，要记住一点，be动词后永远不可能跟动词原形，在这句话要有两个可能，一个是is making 另一个是is to make。就是所谓的动词不定式，选ing一般暗含正在进行，to do 暗含计划而还没做的，而这里，we have to do意味着还没做，所以用to make a plan
