or not 不能放在句首；通常放在句中和句尾较多.
I don't care whether you like it or not.
whether or not it corresponds to reality
I spent days agonizing over whether to take the job or not.

不可放在句首。
句尾可以，且经常与whether连用 沟通whether。。。or not句型，意思是“是否”
例如：I wonder whether Tony will come to school or not.
我想知道Tony是否回来学校。
