这是固定用法,你可以这么想,字是刻在纸张上的,嵌在里面的
就像鸟在树上用in the tree ,苹果等长在树上用on the tree

on 是不包含在报纸里的“上”如：苹果放在报纸上。。（另外独立存在的东西）
从介词的本质意义去理解就好多了
