( to whom )he could turn for help 是用来修饰single person的.固定搭配turn to sb.for help
句子里面turn缺少宾语,所以用whom
此时whom,即sb.在此做宾语,当它被提到前面是,与它一起的固定搭配介词to也要一并提前（尽管写在后面也不会错,但不常用）.所以是a single person ( to whom )he could turn for help
