你有写错的地方：
Too many tourists can crowd public places that/which can also be enjoyed by the inhabitants.
许多的游客聚集到当地居民也喜欢的公共场所.
that/which 在定语从句中当主语.（因为先行词是public places ,表物.也从句中缺少主语,所以用that/which）.
