如 there is an apple on the table.there is some money on the table.
there are + 可数名词复数
如 there are some apples on the plate.
cups是可数名词复数.milk是不可数名词.

Cups 是复数，自然用are，milk不可数，所以用is。

因为Cups是可数名词，提问是要把谓语动词或助动词提前啊，这个句子中应该用谓语动词，又因为是Cups 所以要把Are提前啊？另外，there be 结构表存在，这句话的意思就是“橱柜里有杯子吗？”
