摘要
在人口老龄化日益加剧的今天,养老问题越来越成为全球共同关注的问题,我国也自88年正式步入老龄化国家的阵营,成为世界上老年人口最多的国家,而全国65%的老龄人口又在农村,所以农村养老保障问题更显的急迫.但是,我国二元经济结构的存在,却使广大农村人口长期游离于社会保障制度之外.所以,当前和今后我国养老问题的重点和难点都在农村.在此背景下的农村老年人口如何养老?即是本文研究的养老保障模式构建问题.
本文首先对文中的几个重要概念进行界定,然后回顾了我国农村养老保障的发展历程,较为深入地分析了农村现存的养老保障模式存在的问题.并探究了其深层次的原因.然后通过国外养老保障模式的比较与借鉴,得出了本文的结论：地区经济、社会、文化发展的不平衡,决定了一定时期内我国农村养老模式是一种多元化的局面,应该从实际出发分人群,分地区,分层次的尽快建立起适合中国国情的新型农村养老保障模式.
