其实在语法上,两个都可用.只是意思略有区别：
如果你还有疑虑,感觉可能还有人能回答,就用seemed to be；
如果比较确切没人能回答,那就用appeared to be.

appear是指没有把握的推测，从外表看出来的。。
seem是比较肯定的推测，甚至是有依据的。
